In 2024 the Perm Printing Factory of Goznak celebrated its 60th anniversary. At the same time the city of Perm marked its 300th anniversary. This souvenir note was produced in cooperation between the Perm Printing Factory and the Perm Museum of Local Lore, focusing on the Permian period.
The QR code on the obverse leads to this webpage where a lot of background information about the note and the project can be seen:

The number of banknote prints was limited to 37000. Some are known to have been issued in a folder.
There were also 50 uncut sheets of 12 notes each issued.
