There are at least two 1930 & 40's Chicago bar & restaurants with similar 8 lobed tokens, the other is the Clover Bar (172 N. Clark St.) with TC-19026. The Russell was "Where the Crowds Meet" and the Clover (seven blocks north) was "Where Famous People Meet". Postcards, matchbooks and menus from both places can be found online.
