Le Juge de Paix was a 1912 slot machine from the French branch of NPSC (N.P.S.C. - New Polyphon Supply Co Ltd, UK).
The counter-marked number is probably the slot machine's serial number, which enabled the owner to verify that the chip had been won on his machine.
