Comments
The fact that the token is spelled out as not being redeemable in cash suggests that it dates from a time when the general public had little idea of how to use it, i.e. close to 1902, when the law prohibited the distribution of cash winnings.
A bistro slot-machine token, like the "for consumption" equivalents.
