This is a counterfoil from an official Yugoslav bill of exchange form (menica) issued by the National Bank of Yugoslavia, used as a legally binding payment order or promissory note in business transactions. This stub was initially attached to a payment form, the stub displayed the stamp-duty value (200 dinars for this example) and served as proof of tax payment, while the main form was filled out to instruct payment “to the order of” a payee—functioning much like a check or credit instrument in the socialist economy.
