With the approval of the R.D. n.4219 of 26 December 1877, the "MINISTRY OF THE TREASURY" was creted, on which the state's monetary and paper circulation services depended.
The issues resumed in December 1881 and were managed directly by the State, furthermore, as provided for by art. 42 of the R.D. n.253 of the previous 16th June, the heading of the new tickets changed to "ALREADY CONSORTIUM TICKETS".
It can therefore be stated that these tickets were, to all intents and purposes, the first Italian State Tickets, even though they did not bear the name. All the consortium denominations were produced, except the 50 cents, replaced with metal coins, and the issues continued until 1883. The Ministry of the Treasury established, on 19 June 1886, that the consortium and already consortium notes were legal tender until the 12th. April 1888.
