Comments

The snake eating it's own tail is called an ouroboros; it's a old symbol of continuity and cycles, which is relevant to the Births, Marriages, Deaths cycle on the token.

 The coat of arms is the union of Scotland, Wales, Ireland & England.

This token may be Irish - The records of civil registration in England & Wales, which commenced on 1 July 1837, relate to the birth, marriage and death of an individual. In Scotland records began in 1855 and in Ireland in 1864, though Irish non-Catholic marriages were recorded from 1845.
