Military men also often jump in civilian life as a hobby. The medal is not directly related to the military.
For us, it would be the FFP, Fédération Française de Parachutisme Sportif.
In 1958, it's possible that there was no authority other than the army to supervise para activity.
So jumps, even sport jumps, were eventually under the army banner, before later coming under civilian control.
